The place
The Gulf Island wedding venues here are on Galiano, Mayne, Pender and Hornby: oceanfront inns, lodges and small properties on islands where a wedding is nearly always a whole weekend rather than an afternoon.
The Southern Gulf Islands sit in the strait between Vancouver Island and the mainland, close enough to see across and quiet enough that arriving feels like a decision. Galiano, Mayne, North and South Pender, and Saturna each carry their own character, and none of them is somewhere you pass through on the way to anywhere.
Weddings here are almost always weekends rather than days. The ferry timetable decides that more than anyone does: guests come the day before and leave the day after, which turns a wedding into something closer to a gathering. Venues are used to it and most can point you at where everyone sleeps.
Guest lists tend to be smaller, not because the venues are small but because the islands are. What you get in return is the whole place to yourselves in a way that is genuinely rare this close to two cities.

Before you choose
Start from where your guests are coming from rather than from the photographs, because the islands look more alike than the timetables do. Galiano and Pender are the easiest to reach from both Vancouver and Victoria, Mayne and Saturna are quieter and take more planning, and the venue you want may settle it for you.
BC Ferries from Swartz Bay north of Victoria or from Tsawwassen south of Vancouver, with the smaller islands sometimes needing a connection. Sailings are fewer than on the main routes and the last one of the day is early, which is the single fact most worth putting on your invitation.
Most couples end up doing it whether or not they planned to, because the ferry timetable brings guests over the day before and keeps them until the day after. Plan something small on the Friday and something easy on the Sunday, and the wedding becomes a gathering instead of a day with travel on both ends.
Practically, yes, and it is the islands rather than the venues that set them. Beds, ferry space and parking all run out well before a venue does, so a hundred people on a small island is a logistics project in a way that a hundred people in the Cowichan Valley is not.
Assume some guests will arrive on foot off the ferry with no car. Ask the venue what it usually arranges, book a shuttle early if there is one, and give everybody the plan in writing beforehand, because mobile coverage is patchy on all of these islands.
Yes, a British Columbia licence, and you can buy it from any licence agent in the province rather than on the island. It is good for three months, there is no residency requirement, and a marriage commissioner or registered religious representative has to perform the ceremony.
